The Defendant cannot cover a registration license plate nor make it illegible, and even if such a motor vehicle is not operated, the Defendant intentionally made it difficult to identify a registration license plate by attaching a paper to a license plate after a passenger car was put on the license plate at the parking lot located in the 206-2, Mancheon-dong, Jungcheon-si around March 15, 2014.
