The Defendant, as a general secretary of the E Apartment Commercial Building Council, prepared a written application in the name of its members for the purpose of submitting it to the Seoul Administrative Court for the cancellation of the management and disposal plan against the E apartment housing reconstruction and improvement project association, which was brought by the said council to the Seoul Administrative Court, and tried to prepare and submit the written application using the name of its members without permission to substitute their signatures, seals, etc.

1. From June 30, 2015 to July 10, 2015, the Defendant drafted at the office of the Songpa-gu Seoul Metropolitan Council for the Business of Apartment Buildings, the Defendant arbitrarily prepared nine members’ written applications, such as the written list of crimes in attached Form No. 107-1404, stating “H” in the column of “name,” “F” and “location” in the “name,” using a fold-type pen, which was printed out in advance by using a computer without the consent of F, a member.

Accordingly, for the purpose of uttering, the Defendant committed each of the applications in the name of the F et al., and the name of the F et al., and the name of the F et al.

2. On July 13, 2015, the Defendant: (a) around July 13, 2015, at the public service center of the Seoul Administrative Court located in Seocho-gu, Seoul, as Gangnam-gu, Seoul, the Defendant submitted a forged list of coal applications and coal applications as stated in paragraph (1) to the public official in charge who is aware of such forgery; and (b) held each case.
