No one shall cover a registration number plate nor make it illegible, and such a motor vehicle shall not be operated.

Despite that, around March 28, 2019, at around 19:00, the Defendant intentionally made it difficult for the Defendant to identify the registration number plate by, for instance, attaching a paper to B ramper vehicle and attaching it to the number plate plate numberC in order to avoid parking control in front of the Round Station located in the Rounddong-gu, Daegu Northern-gu.
