2. The costs of lawsuit shall be borne by the Plaintiff.

A. On January 15, 2016, the Defendant issued a public notice of recruitment of persons eligible for new taxi transport business (hereinafter “instant public notice”) in accordance with the ASEAN-si Rules on Business License for Private Taxi Transport Business (hereinafter “instant Rules”), and its main contents are as follows: The number of licenses for private taxi transport business: 20 units (17 units of taxi, 2 units of city bus, and 1 unit of business: 1 unit of personal taxi transport business: 4th order of priority in issuing private taxi transport business among those who are disqualified for application for a license for private taxi transport business: A person who meets the basic requirements for a license under the following first priority standards:

*The priority criteria: A person who drives a taxi with no accident for at least 13 years at the end of the quarter of the Gu, referring to the attached Table of the Regulation on the Handling of the License for Private Taxi Transportation Business, and drives a taxi with no accident for at least 10 years, who has served for at least 10 years at the general taxi company located in the city located in the city located in the city located in the city of Busan for at least 10 years and drives a city bus with no accident for at least 10 years, who has served for at least 10 years at the end of 9 years at the date of the public announcement of the application for the license, and who drives a vehicle with at least 20 percent of the city bus with no accident for at least 10 years at the end of the city bus located in the city of Busan for at least 10 years and who drives a motor vehicle for at least 20 percent at the end of 20 years at the time of the public announcement of the application for the license.

B. On February 17, 2016, the Plaintiff filed an application for a private taxi transportation business license with the Defendant.
