Defendant shall be punished by a fine of KRW 4,000,000.
When the defendant does not pay the above fine, 100,000 won.
Punishment of the crime
1. Around September 2018, the Defendant: (a) heard the words “influences to study the driver’s license test of a motor vehicle due to his/her workplace without knowledge; (b) obtained money from Vietnam; and (c) abused a system for obtaining the driver’s license of a motor vehicle issued in Vietnam to exchange it with the Korean driver’s license; and (d) took advantage of such system, the Defendant forged the Vietnam driver’s license without having received the driver’s license in Vietnam to obtain “exchange” as the Korean driver’s license.
On October 1, 2018, the Defendant conspired with C and C, a broker for forging the Vietnam driver’s license, and sent the Defendant’s passport pictures, evidentiary photographs, etc. to C, as instructed by C, to exchange the Defendant’s domestic driver’s license in collusion with C and the Defendant, a broker for forging the Vietnam driver’s license. Around October 1, 2018, the Defendant: (a) sent the Defendant’s passport pictures, evidentiary pictures, etc. to C, as instructed by C, to exchange the Defendant’s driver’s license; (b) paid a fee of KRW 7,50,00,00; and (c) the forgery of the Vietnam driver’s license in name, using personal information transmitted by the Defendant and evidentiary pictures, etc.; (d) forged the Vietnam driver’s license stating “name E: F, nationality, telephone number, G, and effective period of “31/03/2027” and (c) around that time, C sent the Defendant
Accordingly, the defendant, in collusion with C and a person in bad name, forged one driver's license in the name of the Vietnam Traffic Bureau against the defendant, who is a private document about a certificate of fact, for the purpose of uttering.
2. The Defendant in collusion with C and a person who is not aware of his name may inform the Defendant of the method of filing an application for the issuance of a forged Vietnam driver’s license with the Korean driver’s license, and the Defendant shall leave the port of North Korea on October 22, 2018.
