1. In addition, a person who intends to import wastes determined and publicly notified by the Minister of Environment (hereinafter referred to as "waste subject to export/import declaration") shall report to the Minister of Environment, along with documents including the kinds, quantities, disposal plans, and other matters prescribed by Ordinance of the Ministry of Environment, as prescribed by Ordinance of the Ministry of Environment, and shall enter such wastes into the electronic information processing program whenever imported, transported, or disposed of, and dispose of such wastes

From November 1, 201 to October 29, 2012, Defendant A imported bags and saws to be attached to the Blue basin, etc., on several occasions, and filed an import declaration with the head of the competent basin regional environment office, and imported wastes to the head of the competent basin environmental office. However, the Defendant imported 2,36,66,69 won (cost 36,386,868) at the market price on April 1, 201, using subparagraph E entering a bagal port on April 1, 2013, without having filed a import declaration, to the head of the competent Yeongsan Seomjin basin environment office of 238,970 g, from that time, without having filed a import declaration, and without having filed a import declaration to the head of the competent regional customs office on March 24, 2015, he/she imported 2,36,770,717,297,297.
