No establisher or operator of a child-care center shall collect child-care fees, etc. by fraud or other improper means.

The Defendant entered into a contract with a special activity enterprise by appropriating teaching materials and instructor allowances for the special activity program conducted in addition to the age according to the standard infant care program in a child care center in excess of 11% to 50% of the actual supply price, and notifying the child (protectors) of the amount appropriated so excess to be paid monthly to the child care service, and the actual supply price is as follows: English (E): 18,000 won per capita per month for 2010, 15,000 won for 20 won for 20,000 won for 20,000 won per person (3 years for 20,000 won for 23,00 won for 10,000 won for each person (F), 30,000 won for each child care center for 10,000 won for each person; 30,000 won for each child care service at the end of February 2, 201.

From March 3, 2010 to February 29, 2012, the Defendant wrongfully received 13,486,000 won through 2,151 times as stated in the annexed Table of Crimes through the foregoing method, and, at the same time, deceiving the victimized child (guardian), thereby deceiving the victimized child, thereby deceiving the said child.
