A shall be punished by a fine for negligence of KRW 800,00, and by a fine of KRW 1,500,000.

The above fines are imposed by the Defendants.

Defendant

A is the head of the "D" medical care center for older persons, which is a medical care facility for older persons, and registered as a preliminary candidate for the E-election of Seongbuk-gu Local Election of Seongbuk-gu Local Election of Seongbuk-gu, Seoul ( April 16, 2014) on June 4, 2014. Defendant B is only a person who is well aware of the above A and is not the chief of the election campaign liaison office or election campaign worker of the above A.

1. Except as otherwise provided for in the Public Official Election Act, no election campaign shall be carried out by propaganda facilities and tools, various printed matters, broadcasting, newspapers, news communications, magazines, other publications, campaign meetings, debate meetings, native folks meetings, alumni meetings, neighbors' meetings, other assemblies, information and communications, the establishment of an election campaign organization or private organization, door-to-door visits, or other methods prior to the election campaign period of Defendant A;

Nevertheless, on April 20, 2014, from around 12:30 to 16:00 of the same day, the Defendant distributed 100 copies of the name cards for election campaign called “2A” to the sexual believerss, such as H and I, at an open meeting in Seongbuk-gu, Seongbuk-gu, Seoul, Seoul.

Accordingly, the defendant carried out an election campaign in a way that is not prescribed in the Public Official Election Act before the election campaign period.

2. No one shall distribute, post, spread, play, or run an advertisement, letter of personnel management, poster, photograph, document, picture, document, picture, printed matter, tape-recording, video tape, and others similar thereto, which contain contents of supporting, recommending, or opposing a political party or candidate's name, or which indicate the name of a political party or candidate's name, in order to influence the election from 180 days before the election day to the election day;

Nevertheless, on April 19, 2014, from around 14:00 to 17:00 on April 20, 2014, and from around 09:00 to April 14:00 on April 20, 2014, the Defendant is an election of “2A” that “I will go together with faith and heat” in the gate, mail box, etc. of 790 residential places, such as Seongbuk-gu Seoul J, Seoul.
