A shall be punished by imprisonment with prison labor for ten months and by imprisonment with prison labor for one year.

However, as to the Defendants, each objection is made against the Defendants.

No person shall move or arrange to move any foreigner who has not obtained permission for extension of sojourn area to another area of the Republic of Korea.

1. Joint offenses committed by Defendants (Violation of the Special Act on the Establishment of Jeju Special Self-Governing Province and the Creation of Free International City);

A. On November 18, 2018, Defendant A received a proposal that “one Chinese person may move from Defendant B to another Do and receive KRW 3.8 million at the principal and case cost” from Defendant B at a non-place in Seoul.

A around November 20, 2018, around 12:30 of the same day, after loading the sacc (D) to the saccinal passenger ship in the Dondo Eup, Jeonnam-do, and entering the Jeju-do around 12:30 of the same day, Defendant B informed on November 21, 2018, the saccinal passenger ship was moved to the main port near the saccinal passenger ship in front of the 7th floor of the Jeju-si, the saccinal E-si (U.S.) room in which Defendant B informed on November 21, 2018. The above Chinese passenger was moved to the front and rear seat of the saccinal vehicle, and the vehicle was moved to the saccinal passenger ship by placing the sacc in the back seat of the saccinal vehicle and preventing the vehicle from going to the front left side of the vehicle.

As a result, the Defendants conspired to move foreigners who did not obtain permission for extension of sojourn area to another area of the Republic of Korea.

B. Defendant A, at around 22:00 on May 26, 2019, received a proposal from Defendant B that “A may receive KRW 3 million at the case cost” from the E hotel located in Jeju Island. Defendant B entered the above E hotel F, together with Defendant B, entered Jeju Island and entered Jeju Island with no visa, and was introduced from the above Defendant B.

Defendant

A, along with G (the suspension of indictment on the same day), has a Chinese passenger G who entered Jeju-do with the visa from the above E hotel around 13:00 on May 27, 2019, get him to the back seat of the other high-est vehicle.
