1. The plaintiff's primary claim and the conjunctive claim are all dismissed.

1. Details of the disposition;
A. On September 22, 2003, at the time when the Plaintiff was in office as a public official belonging to the Election Commission of Chungcheongnam-si, the Plaintiff received an order to attend a branch conference of the fifth area of Gyeonggi-do, which is held by the Yangyang-gun Election Commission on September 22, 2003, and was traveling along with one staff member of the Dong Fee with a car (B) and was traveling in parallel to his own on a two-dimensional basis in the south-si. At around 13:50 of the same day, the Plaintiff was making a traffic stop signal and stopped on the crosswalk stop line after receiving a traffic stop signal at around 13:50 of the same day, and thereafter, the Plaintiff suffered from the Defendant by asserting that he was able to file an application for registration with the Defendant for registration of the 5th area of the said vehicle (hereinafter referred to as the “instant accident”). < Amended by Presidential Decree No. 17314, Feb. 18, 2008>
B. The defendant, during the business trip of October 24, 200, about three years prior to the occurrence of the accident of this case on February 21, 2001 under the Medical Treatment Application of the Government Employees Pension Corporation of the Public Officials Pension, the defendant is confirmed to have the right to devise a medical care approval for official duties against "the brain lele, 3-4, 5-6 conical signboard escape certificate, and the 5th century-1,00 nuclear escape certificate" from the Government Employees Pension Corporation as a traffic accident during the business trip of October 24, 200. The difference in this case is judged to be difficult to be considered as injury due to the traffic accident occurred on September 22, 2003. As a result of individual medical consultation by a medical specialist, "the Ra Ra-S1 L5-S1 on Sep. 29, 2003" is observed with a fiber balposis without pressure, and there is no opinion that the accident becomes worse, and there is no medical pressure in the C6-7th of the society."
