Defendant A, Defendant F, and Defendant B’s joint criminal conduct are serving as the president of the Songpa-gu Seoul H Area Housing Association from around 2015 to the head of the association of the said H Area Housing Association. Promoters or executives of a housing association that violates an obligation to disclose data shall disclose its rules of association, the selection of joint project undertakers, and agreements concluded between the housing association and the registered project operator who is the joint project undertaker, etc. by the Internet and other means to make its members known within 15 days.

1) On December 2, 2016, Defendant A, Defendant F, and Defendant B jointly received a document “Guidance (K) of the results of deliberation by the 19th Building Committee (L) in the name of the head of the Seoul Songpa-gu Seoul Metropolitan Government, which falls under the “official document regarding the implementation of the relevant housing association project,” from the office of the H District Housing Association in Songpa-gu I and J around December 2, 2016, the document was posted within 15 days on the H District Housing Association homepage (L) and did not disclose the document. (b) Where a member of a housing association requests the perusal or reproduction of relevant documents and related data concerning the implementation of a housing association project, the promoters or executives of the housing association shall comply with such request within 15 days;
