1. On October 23, 2016, Defendant A opened a gambling place: (a) leased “D Singing practice place on the Dongdaemun-gu Seoul Metropolitan Government, Dongdaemun-gu and the 1st underground floor” and was equipped with the facilities that are capable of gambling “C” in five rooms; (b) sold customers with chips to be used for gambling; and (c) exchanged customers with the remaining amount after deducting 5% commission from the daily fee if they request money exchange; and (d) Defendant B conspired to open a gambling place for profit-making purposes by means of driving a game, such as credit card distribution, in return for receiving 200,000 won per day.

According to such public offering, from October 23, 2016 to October 18:30, 2016, the Defendants sought to contact in advance at the above D Sing practice site and to participate in gambling, and agreed to exchange the chips prepared in advance by Defendant A with KRW 1,000 for chips, KRW 10,000 for verification chips, and KRW 100,000 for red chips, and KRW 100,000 for red chips, and KRW 30,000 for red chips.
