1. The defendant's appeal is dismissed.
2. The Intervenor joining the Defendant shall bear the costs of the intervention in the appeal.
1. The court's explanation about this case is identical to the reasoning of the judgment of the court of first instance. Thus, the court's explanation about this case is acceptable as it is in accordance with Article 8 (2) of the Administrative Litigation Act and Article 420 of the Civil Procedure Act
(2) If the plaintiff's claim in this case is reasonable, the defendant's appeal is dismissed as it is without merit, and it is so decided as per Disposition by the assent of all participating Justices on the bench. It is not different from the fact-finding and judgment of the first instance court, considering the defendant's above claim.
