No person shall cover a motor vehicle registration number plate nor make it illegible, and such motor vehicle shall not be operated.

Nevertheless, around 19:00 on April 23, 2014, the Defendant made it difficult to identify the registration number plate by piling up two plastic boxes in front of the Defendant’s B cargo vehicle registration number plate in front of the 15 complex for the literature village 1493 at the center of Goyang-gu, Goyang-gu.
