A’s violation of vehicle operation restriction, which is an employee of the defendant specified in the facts charged, lost its effect retroactively according to the Constitutional Court’s decision of unconstitutionality that applies to a summary order subject to review on February 2, 199, and thus, the defendant is acquitted under the former part of Article 32
