A. The Plaintiff and the Defendant are corporations running the earth and sanding construction business, and the Plaintiff’s representative director C and the Defendant’s representative director D knew for several years.

B. On November 2013, the Defendant’s representative director D requested the Defendant’s representative director C and telephone conversations to make an estimate of the Mamaning Construction Work among the water reservoir repair work for the Defendant’s Jeju-si Water reservoir repair work (hereinafter “instant construction work”). On the other hand, the Plaintiff asked the Defendant that the amount would require approximately KRW 190,000,000, not the correct amount, but the Plaintiff would require approximately KRW 190,000.

C. On November 22, 2013, the vice president E of the Plaintiff Company respondeded to the instant construction site after receiving the direction from the Defendant Company F, who was in charge of all affairs, from Jeju-do.

E As a result of the above answer, on November 23, 2013, sent to F a letter of public notice, “after the review of the request from a reservoir for water use and its hosting construction,” and a written estimate, the construction cost of the instant construction of which is KRW 194,00,000 (excluding value-added tax) as an electronic mail, to F.

The contents of the above official inquiry are as follows.

We review the results of the on-site visit and the drawing before you enter into the contract with you, and you will review the results as follows:

- The following - 1) plant should be installed below piling up, so that W/C expenses are 35%, and W/C expenses are not possible, and W/C expenses are to be changed to the extent of 60%, 3) it is necessary to remove C/C expenses to the extent of 60%, 4) it is necessary to take measures to enable us to carry in C/C cement up to the 26th (dayday), November 25 to November 26, 11, 27, 100, 190,000 won (including value-added tax, and 5) our work plan must be attached to D/C expenses. < Amended by Presidential Decree No. 10102, Nov. 26, 191>

E. F. After confirming the said estimate on November 24, 2013, F.D., by telephone to E, an estimated amount of 194,000.
