On November 25, 2015, at around 16:20, the Defendant driven Bone Star Motor Vehicle without obtaining a driver's license from around 2 km section from the front of the Yandong-dong, Chungcheongnam-gu, Seoul Metropolitan City to the front road of the welfare center located in the Seoan-gu, Seoan-gu, Seoan-si.
