The Defendants did not pay the above fines.

On May 6, 2008, the civil society organization formed a "National Countermeasure Council (hereinafter referred to as the "Measures Council") against the full import of U.S. beef risks in U.S. in order to organize a strike against the full import of U.S. beef, claiming that "the phased import expansion agreement of U.S. beef entered into with the Government of the Republic of Korea on April 18, 2008 would cause harm to the people's health as well as the stroke negotiation."

Since May 2, 2008, the countermeasures conference led to the ‘f organization', ‘G organization', etc., which was held by the Seoul Cheongyang, etc., the ‘Madlelightlight meeting for import and opposition to U.S. beef'. On May 6, 2008, the countermeasures conference held a candlelight meeting, which is an outdoor assembly at night, from the candlelight square every day from May 6, 2008. From May 24, 2008, the countermeasures conference tried to enter the Cheongdae road zone by holding the candlelight assembly every day from May 24, 2008 to the following day, and tried to move into the Cheongdaedae River.

On August 5, 2008, the countermeasures conference held a candlelight assembly in the presence of 2,700 members of the countermeasures conference from around 19:20 to 19:50 on the same day.

In addition, from 19:50 to 00:30 on August 6, 2008 on the same day, the above 2,700 persons occupied the entire lanes such as paper 1-a, paper 2-a-ro, paper 2-a-ro, and compost, and conducted a demonstration with the police making it impossible to communicate the vehicle.

The Defendants were active together with each other. From August 5, 2008 to 22:50 on to August 5, 2008, the Defendants were present at the above candlelight meeting held from around 22:50 to around 22:50, and thereafter, they moved along the entire lane of 1-ro, 1-car, etc., or carried out a demonstration with the police.

As a result, the Defendants conspired with the above 2,700 persons and interfered with the traffic of one-way vehicle such as paper 1-a-ro.
