If the defendant does not pay the above fine, KRW 100,000.

Any person who intends to construct buildings, change the purpose of use, install structures, change the form and quality of land, cut bamboo and trees, divide land, store articles in a zone subject to development restriction shall obtain permission from the competent authority, and any person who intends to divert farmland shall obtain permission from the competent authority.

Nevertheless, on April 27, 2015, the Defendant, while running a door-to-door distribution business with the trade name, name, “E,” which is farmland with interest in the development-restricted zone, around 2015, deposited five containers of 6.25 square meters in total without obtaining permission from the competent authority, and installed a steel pipe 396 square meters in a 396 square meters, and changed the form and quality of 507 square meters in a parking lot.

As a result, the defendant stored goods from the farmland of the development-restricted zone without obtaining permission from the competent authorities, installed structures, changed the form and quality of the land, and diverted farmland for profit.
