The defendant is a holder of BDD beta car.
No person shall operate any motor vehicle not covered by mandatory insurance on a road.
Nevertheless, around January 14, 2009, the Defendant operated the said vehicle not covered by mandatory insurance on the road 390.4 kilometers on the 07:36 Police Highway.
