2. Around November 23:45, 2013, the Defendant violated the Road Traffic Act (e.g., refusal of measurement) was arrested on suspicion that he/she had escaped after causing a traffic accident while driving under the influence of alcohol at a traffic survey center office of the Geumcheon Police Station in Gwanak-gu, Seoul Special Metropolitan City.
