A. On December 10, 2001, the head of Eunpyeong-gu Seoul Metropolitan Government (the head of Eunpyeong-gu) authorized and publicly announced the implementation plan of the Eunpyeong-gu Seoul Eunpyeong-gu Seoul Metropolitan Government Construction Work (the project implementer: the Seoul Metropolitan Government Mayor and the Seoul Metropolitan Government Mayor, without distinguishing the defendant and the Seoul Metropolitan Government Mayor; hereinafter the same shall apply) with respect to the construction of the above sub-road, as a part of the road construction work.

B. Accordingly, on February 8, 2002, the Defendant acquired the land indicated below (hereinafter “each of the instant land”) from the Plaintiff in accordance with the former Act on Special Cases Concerning the Acquisition of Land for Public Use and the Compensation for Loss (repealed by Act No. 6656, Feb. 4, 2002; hereinafter “the Public Special Act”) in order to acquire the site for the instant road project, and completed the registration of ownership transfer by means of sale in the name of the Defendant.

The number of land indicated in the sequence of No. 1 (Seoul Metropolitan Government Gdong) for which the date of transfer of ownership has been changed (Seoul Metropolitan Government Fdong) 1 H 4m2 on February 8, 2002, 12 J on February 8, 2002, K 3 L and 33m2 on February 8, 2002, M 4 N and 100m2 on February 8, 2002, 4m2 before Q 6 R on February 8, 2002, Q 6m2 on February 8, 2002, 19m2 on February 7, 2002, 19m2, U. 8V roads on February 28, 2002, 50m28m28 August 28, 2002

C. After February 25, 2004, the Defendant made a public announcement on February 25, 2004, with respect to the land of 3,495,248 square meters in the Eunpyeong-gu Seoul Metropolitan Government and AAdong, the Defendant made a public announcement on the designation of the AB Urban Development Zone and the development plan for the urban development project in order to implement the urban development project in the order of division into 1, 2, and 3 districts.
