A. On August 17, 2015, the Plaintiff filed a civil petition with the Defendant to the effect that “B, a qualified recipient of national basic livelihood, is hiding and receiving the cost of supply and demand even if he/she is engaged in income activities, and “A, a qualified recipient of national basic livelihood, receives the cost of supply and demand even though he/she is a high-income earner, and thus, is informed of the result of the investigation.” On August 24, 2015, the Defendant issued a reply that “B, upon investigating the confirmation of daily income on June 8, 2015, requested the daily income return from B and paid the amount of benefits after collecting the daily income return from B, and C as a result of the verification of public data and the result of verification of the person responsible for supporting, does not constitute a support relationship with the fraud, and thus,

B. On August 31, 2015, the Plaintiff filed a civil petition with the Defendant stating that “the date and period of the offence committed in relation to the investigation on B’s income and the payment of reduced supply and demand shall be known to the Defendant,” and on September 9, 2015, the Defendant shall first verify the income through the relevant social security information system data and, if it is impossible to grasp the income with public data, then identify the income activities through consultation with the recipient and submit a report on his/her labor activities and income when he/she is engaged in income activities, calculate the amount of income after reflecting the changed status, and reduce the supply and demand amount from the month when he/she prepares and submits the report on his/her income, and the details and period of reduction shall not be provided to a third party pursuant to Article 22(6) of the National Basic Living Security Act and Article 18 of the Personal Information Protection Act.

On January 22, 2016, the Plaintiff again made a request for information disclosure (hereinafter “instant request for information disclosure”). On June 4, 2015, the Plaintiff made a request to the effect that “the details of the results of the investigation with respect to C and B reported by the Plaintiff as a non-resident of basic living costs are specifically known and delivered” (hereinafter “instant request for information disclosure”). The Defendant made a response for each civil petition on February 2, 2016.
