On October 23, 2014, the Defendant, via the Defendant’s e-mail (e-mail) around 12:39, not later than November 27, 2014, did not comply with the call-up on the said call-up date without justifiable grounds, even though he received a notice of call-up to social work personnel in the name of the head of the Gyeonggi-si Military Manpower Branch Office in the Gyeonggi-si E-U. M.
