The defendant is a person who operates a functional health foods selling company under the trade name of "C" in Bupyeong-gu Incheon Metropolitan Government 107 Dong 501.

When selling functional health foods, it shall be reported to the head of the Gu.

Nevertheless, the Defendant, without reporting to the competent office from August 2016 to September 20, 2016, sold “D”, which is a health functional food, to many and unspecified persons, under the trade name of “C” at the Internet site 11 times from around August 2016 to September 20, 2016.
