Around July 3, 2013, the National Assembly of Korea (hereinafter referred to as the “Si Assembly”) submitted a report on the assembly to the chief of the Seoul Nam-gu Police Station, stating that “The Seoul Square shall hold a meeting of the Korean National Assembly members of Seoul Square (hereinafter referred to as the “Si Assembly”) on July 6, 2013.”

Since July 6, 2013, from around 18:30 to around 45,00, the City Assembly passed a meeting of "National Assembly" in order of the report of the National Assembly at the time of free speech for the performance of a political party to the society of the Cparty D, the C Party D, and the end of the statement and singing-making in order of the National Assembly's free speech for the performance of a political party to the society, and completed the meeting at around 20:45 on the same day.

After participating in the above assembly, the Defendant did not dissolve more than 1,00 participants in other assemblies even though the assembly has been completed, and since 20:53 on the same day, the Defendant tried to enter the road in front of the Liber hotel, which is located in the vicinity of the meeting, in the order of protection, such as the Jin-gu's Round-ro, the Korean Human Rights Authority of the Republic of Korea. However, police officers installed a wall and prevented it.

Accordingly, the Defendant, along with approximately 1,00 participants in other assemblies from around 20:53 of the same day to around 21:33 of the same day, moved along a lane prior to the 8th line in both directions of the hotel in front of the above Prara, and raised a relief, such as “dembing the national quota, guaranteeing peace and happiness.”

Accordingly, the Defendant conspiredd with approximately 1,00 participants in other assemblies to interfere with the traffic of the land for about 40 minutes.
