1. The defendant shall be punished by a fine of five million won;
2. 50,000 won where the defendant does not pay the above fine.
Punishment of the crime
In the event that a person intends to engage in a credit business as a business for lending or brokerage of money, he/she must register the credit business with the original Mayor, and when a registered credit service provider provides a loan, he/she shall not receive interest exceeding 30% per annum of the maximum interest rate for lending and borrowing of money; the Defendant, even though:
1. Around 19:30 on February 27, 2012, at the Seongbuk-gu Job Placement Office, Sungwon-si, Sungwon-si, Sungwon-si, lending 7 months (29 weeks, 1 month, 4 weeks, 196 days) to the victim C, who is an employee of the said Job Placement Office, with the repayment period of KRW 7 million, and receiving 3.20,000 won (45, 714 won per week), including interest and principal, per annum and receiving interest equivalent to 95.7% per annum;
2. Around 19:30 on February 27, 2012, at the Seongbuk-gu Job Placement Office, Sungwon-si, Sungwon-si, Sungwon-si, lending 7 months (29 weeks, 1 month, 4 weeks, 196 days) to the victim D, who is an employee of the said Job Placement Office, with a repayment period of 7 million won, and receiving interest equivalent to 3.20,00 won (45, 714 won per week), including interest and principal, per annum, equivalent to 95.7% per annum;
3. Around 19:30 on March 13, 2012, at the Seongbuk-gu Job Placement Office, Sungwon-si, Sungwon-si, Sungwon-si, providing a loan of KRW 5,490,000,000,000, calculated by subtracting 5.10,000 won as prior interest with a repayment period of 4 months (16 weeks, 1 month, 4 weeks, 112 days) from the victim E, who is an employee of the said Job Placement Office, and receiving interest equivalent to KRW 151.9% per annum (61,428 won per day), including interest and principal on a one-time basis;
4. Around 19:00 on March 29, 2012, at the 2012 Job Placement Office in Seongbuk-gu, Sungwon-si, Sungwon-si, the said job placement office lent 5 months (20 weeks, 1 month, 4 weeks, 140 days) less 30,000 won as prior interest with a repayment period, and received 300,000 won per week (42,857 won per day) including interest and principal, and received interest exceeding 132.2% per annum, and operated the registered law office in this way.
