1. All of the plaintiffs' claims are dismissed.

2. The costs of lawsuit are assessed against the plaintiffs.

Reasons

1. Details of the disposition;

A. (1) On September 27, 2017, the Plaintiffs filed an application for permission for development activities with the Defendant to change the form and quality of the pertinent land from September 27, 2017 to September 30, 2019 in order to create a solar power plant site in each of the following applications (hereinafter “each of the instant applications”).

[2] The Plaintiff filed an application for permission to engage in development activities (No. 45,543 square meters) among 8,543 square meters (no. 8,446 square meters in the site for power production facilities) and 2 lots, the gradient of which is 23.07 square meters and 5,766 square meters in the site for power production facilities (no. 5,453 square meters in the site for power production facilities) among 3 lots, Plaintiff B, Gangwon-gun E, Gangwon-gun, the 31,32 square meters in the area of 5,766 square meters (no. 313 square meters in the site for 5,453 square meters in the area for occupation and use of 5,432 square meters in the area of Dawon-gun, the Plaintiff filed an application for permission to engage in development activities (No. 4-2), the damage prevention plan, damage plan, the Plaintiff’s land plan and the Plaintiff’s total land plan, the Plaintiff’s 1,2462 square meters in the area attached to the Plaintiff.

B. On September 29, 2017, the Defendant returned all of the instant applications pursuant to Article 25 of the Enforcement Decree of the Civil Petitions Treatment Act for the following reasons (hereinafter “each of the instant dispositions”), and the grounds for each of the dispositions are as follows by sequences.

(1) (1) Prior to the permission for development activities and conversion consultation, it is possible to confirm the installation plan attached to documents that can confirm the clinical properties of mountainous districts for the review of the permission standards, 2) prevention of danger, which is the documents required for permission for development activities, and design drawings and specifications for landscape, which are attached to attached Form 3.
