The defendant is the representative of "D Co., Ltd." who operates a ship, yacht management, and sales business in the CY stadium located in Busan Shipping Daegu, Busan.

No person shall use or benefit from administrative property unless he/she complies with the procedures and methods prescribed by Acts.

Nevertheless, from January 1, 2015 to January 7, 2016, the Defendant used 2-2, 3, 4, 5 (226.80 square meters), 2-6 square meters (120.24 square meters), 3-4, 5 (91.62 square meters) as administrative property in the CY stadium located in Busan Metropolitan City, Daegu Metropolitan City, for an illegal use without obtaining permission from the City of Busan.
