The Defendant is a person who operates the Poter Cargo Vehicles B.

No person shall cover a vehicle registration number plate or make it illegible, and shall operate such a vehicle.

Nevertheless, at around 16:55 on October 31, 2016, the Defendant parked the above cargo on the back side of the Maart in Young-gu, Suwon-si, Suwon-si, and made it difficult for the Defendant to screen the front number plate of the above vehicle with a width of 60 cm and length of 35 cm in order to avoid the crackdown on spirits.
