A. The National Press Association was established by the Government of the Republic of Korea to transfer the following persons to the next generation and to control the people. However, externally, although the president of the National Press Association claimed to be an organization of the next generation, the Minister of Home Affairs, the Minister of Justice and the Minister of National Defense, the direction chairperson or guidance committee of the Ministry of Justice, and the police officers assigned to the prosecutor's office and the police officers, the National Report Preparatory Committee was organized on April 15, 1949. On April 20, 1949, the National Report Preparatory Committee was established at the meeting room of the Seoul Police Council of the Seoul National Assembly, which was established by the National Report Sub-council of June 3, 194, which was held by the National Assembly of the Republic of Korea, and was declared by the National Press Association of Seoul on June 5, 1994.

After the formation and distribution of the Central Headquarters of the above National Press Federation, the organization of subordinate organizations of the Federation of the Seoul Metropolitan Government was completed from January 1, 1950, and most Sis/Guns/Gus were formed from February 1950, and some Sis/Guns/Eup/Myeon branches continued to be formed immediately before the Korean War, and the former National Press Association of North Korea and the Chungcheongnam-Nam National Association of North Korea were formed around that time.

B. On June 25, 1950, when the Korean War was launched, the Ministry of Home Affairs issued an urgent order to the Director General of the National Police Bureau of each Do with the content of “control over the national emergency inspector and strengthening the cost of prison affairs”, and “component detention”, which read “the national emergency inspector control and the cost of prison affairs across the country”, and “the arrest of the reporter of the news report and other Buddhist persons, and prohibit release until the main official order is given.”

In addition, on July 11, 1950, "the case of arrest of unsatisfed prisoners" was sent to the arrest of the nationwide reporters, and the preliminary arrest of the reporters and those who are in need of inspection was cut down.
