Based on its stated reasoning, the lower court rejected the grounds of appeal as to the mistake of facts or misapprehension of legal principles against which the instant facts charged were recognized.

Even if examining the grounds alleged in the grounds of appeal in light of the evidence duly admitted, the lower court did not err by exceeding the bounds of the principle of free evaluation of evidence, or by misapprehending the legal doctrine on the report and approval for use of buildings.

Therefore, the appeal is dismissed. It is so decided as per Disposition by the assent of all participating Justices on the bench.
