Defendant

A as an operator of “E”, a person in charge of the overall control over the mediation of illegal issuance of U.S. visa who solicits disqualified persons for issuance of U.S. visa to receive fees and forges documents, and Defendant B, as the head of the “E”, is a person who forges documents necessary for the issuance of U.S. visa under the direction of Defendant A.

F requested Defendant A to get the U.S. visa illegally issued due to absence of certain occupation and income. The Defendants forged documents necessary for the issuance of the U.S. visa, and followed F to receive the U.S. visa in an unlawful way by submitting the documents to the Embassy in Korea and making false answers at the visa interview.

1. Counterfeiting an official document;
