Accordingly, the defendant forged a welfare card for C, which is an official document under the name of the head of Yongsan-gu for the purpose of exercising his name in collusion with the person who has lost his name.

On April 2, 2013, the Defendant: (a) around 23:15, presented a false public document display card, which is a forged public document, to verify the identity of a person who was requested by security personnel D to present his/her identification card to the security personnel D at the Gangwon-do Casino Casino Casino Game Games Search Team located in 424 North Korea-Eup, Gangwon-gun, Gangwon-do; and (b) as described in paragraph (1), and exercised it.

3. On May 31, 2013, the Defendant’s unlawful uttering of official document presented the Defendant’s F’s welfare card under the name of the head of Yongsan-gu, which is an official document in possession, and presented it to the Defendant’s welfare card as if he was the Defendant’s welfare card.
