Reasons

1. Basic facts

A. On November 7, 2016, the Defendant, a school foundation operating the C University, issued a public announcement of the invitation of professors of C University (hereinafter “instant procedure”). On the other hand, the Plaintiff provided support to the sports health management department, sports pathology, or sports psychology full-time faculty (retirement Age Union).

Persons with a lecture career of at least 13 years, who have served for at least 13 years at the retirement age of full-time teachers eligible for detailed support for the final academic degree in the invited field, the sports health management department, the sports science, or the sports psychology doctorate;

(a) Appointment and class-class of full-time teachers (eight persons in retirement age group): The time of appointment: March 1, 2017;

The instant procedure is conducted through the first major examination, the second major examination, and the interview examination, and then the final candidate is selected, and then the appointment of the above final candidate is conducted through the method of appointing the final candidate after obtaining the consent of the teachers' personnel committee.

C. The Plaintiff passed the first major examination and the second major examination, and undergo an interview with the Plaintiff and two other persons, but the Defendant is not a qualified person, on the ground that there is no eligible person.
