A. Article 11 (1) of the Building Act shall be permitted by the Governor of a Special Self-Governing Province or the head of a Si/Gun/Gu.

(5) A building permit granted under paragraph (1) shall be deemed to have been granted or reported under the following subparagraphs, and permission, authorization, etc. under the relevant Acts shall be deemed granted or reported under Articles 13-2 and 14 of the Industrial Cluster Development and Factory Establishment Act in cases of a factory building:

Permission for or reporting on conversion of a mountainous district under Articles 14 and 15 of the Mountainous Districts Management Act, or permission for or reporting on temporary use of a mountainous district under Article 15-2 of the same Act, in any of the following cases, if a building subject to permission under Article 11 falls under any of the following subparagraphs, it shall be deemed that permission for construction has been granted

(2) Article 11 (5) shall apply mutatis mutandis to a building report under paragraph (1).
