Any person who succeeds to a registered motor vehicle shall file an application for registration of transfer of ownership of the motor vehicle within three months from the commencement date of inheritance.

Nevertheless, the Defendant did not file an application for the registration of transfer of ownership of a motor vehicle with respect to the said motor vehicle until August 1, 2013, when three months have elapsed from the date of commencing the inheritance, despite that the Defendant inherited 1% of the net B share of the motor vehicle C, due to the death of the net B on January 14, 2011.
