Defendant

1. A. On January 2012, the Defendant, a development-restricted zone, changed the use of agricultural products storage of 9.8 square meters to a miscellaneous agency business warehouse without obtaining permission from the competent authority in Namyang-si, Nam-si, a development-restricted zone.
B. Around January 2012, the Defendant changed the use of livestock pens 499.2 square meters to a miscellaneous business warehouse from Namyang-si, Nam-si, a development-restricted zone, without permission from the competent authority.
C. Around January 2012, the Defendant: (a) extended a warehouse of 24 square meters and a toilet of 36 square meters from Nam-si, Nam-si, Nam-si, a development restriction zone, without permission from the competent authority.
Around October 2012, the Defendant newly built a warehouse of 420 square meters at G and H, Nam-si, Nam-si, a development restriction zone, without permission from the competent authority.
E. On October 2012, the Defendant changed the form and quality of land by converting 900 square meters into a site without permission from the competent authority in Nam-si, Nam-si, J, and K, which is a development restriction zone.
3. Defendant C
