1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
1. Details of the disposition;
A. On January 21, 1991, the Plaintiff was appointed as a local architect on March 2, 2006, and was promoted to a local architect on March 2, 2006. From January 9, 2015 to January 3, 2016, as the head of the building and construction team in the Gu office, from January 4, 2016 to February 26, 2017, as the urban regeneration and residential environment improvement team leader and the urban strategy team leader in B Si-si collective housing from February 27, 2017, respectively.
① At around 18:0 on May 20, 2017, the Plaintiff received entertainment from a person related to his/her duties, 3 persons, including D Press E reporters, former F District Housing Association G, and KI president, etc. However, as the representative of a multi-family housing supervisory company, he/she received entertainment equivalent to KRW 300,000,00,00 from the I president who is a person related to his/her duties, such as the head of fishing gear and beer, and so forth; hereinafter “K” also received entertainment equivalent to KRW 1.5,50,00 (per person 4.60,000), including where he/she received entertainment equivalent to KRW 1.55,00,00 from the above I. In addition, around 17:30, 2017, the Plaintiff was provided with entertainment equivalent to KRW 500,000,000 (per person 4.560,000,000).
② In order to promote the principal’s promotion, the Plaintiff, through a third party, as a candidate for promotion to Grade 5 at the time of the first half of the year in 2017, sent a text message to the Vice-Chairperson of the Personnel Affairs Committee, “The Plaintiff, who was a candidate for promotion at Grade 5 at the time of the first half of the year in 2017, has solicited the Plaintiff to exercise influence on the Plaintiff, the Vice-Chairperson of the Personnel Affairs Committee, by sending a text message “The Plaintiff, a candidate for promotion at Grade 5 at the time of the first half of the year in 2017, 10:0:0:0:00:00:00:00:00:00:00:0:00:00; and
③ The Plaintiff violating this prohibition is the head of the building team of the Gu office, which is a corporation established under the jurisdiction of the Seoul District Office.
