2. The costs of lawsuit shall be borne by the Plaintiff.

A. On October 16, 1996, the Plaintiff purchased B, B,314 square meters (hereinafter “land before subdivision”) and completed the registration of ownership transfer on the 22th of the same month. The land before subdivision was divided into B, 608 square meters before B, C, 1,656 square meters and 50 square meters before D on September 13, 2007, and the said B was divided into B, 181 square meters before B, and 427 square meters before E on May 14, 2008.

On February 18, 1994, the Chuncheon City Mayor drafted and publicly announced a decision on the alteration of the urban planning district, specific use area district, and urban planning facilities (financial expenses) to the areas of the Chuncheon-si, the Hongcheon-gun, the Hongcheon-gun as F public notice on February 18, 1994, and applied for a decision to the Governor of Gangwon-do on June 1, 1994. The Governor of Gangwon-do publicly announced on November 16, 1994, determined and announced the alteration of the Chuncheon-do urban planning (financial expenses) to G, and on February 2, 1995 as a subsequent measure, on March 31, 1995, publicly announced the alteration of the Chuncheon urban planning (financial expenses) to H, Seocheon-si, the public notice on February 2, 1995, and the public notice on the approval of the cadastral approval of the alteration of the Chuncheon-si City urban planning (financial expenses in Eup/Myeon areas).

On July 23, 2003, the Governor of Gangwon-do decided to revise the second Chuncheon Urban Planning (Financial Expenses) by Gangwon-do's public announcement on July 23, 2003, and the Chuncheon City announced on December 26, 2003 as follow-up measures, and announced the decision of the Chuncheon Urban Planning (Modification) and the approval of topographic drawings. With respect to the construction of the L Urban Planning Road (M), on November 30, 2007, on November 30, 2007, the public announcement of the approval of the implementation plan of the Chuncheon Urban Planning Facility (M) project by Nancheon City public notification on August 8, 2008 was made, and as a result, on August 8, 2008, the public announcement of the approval of the implementation plan of the Chuncheon Urban Planning Facility (M) project was made.

C. On December 26, 2003, each of the instant lands is subject to the approval and publication of the K topographical map published by Chuncheon City on December 26, 2003, and the approval of the modification of the implementation plan for the project of the Chuncheon Urban Planning Facility (M) project on August 8, 2008.
