However, the execution of the above punishment shall be suspended for two years from the date this judgment becomes final and conclusive.

No person who intends to run a petroleum retail business without registration shall run a petroleum retail business without registration with the Special Metropolitan City Mayor, a Metropolitan City Mayor, a Special Self-Governing City Mayor, a Do Governor, a Special Self-Governing Province Governor, or the head of a Si/Gun

Nevertheless, from September 2015 to June 2016, the Defendant purchased light oil and oil at D gas stations in Gwangju Mine-gu, etc. from Gwangju Mine to June 2016, and sold them to companies dealing with scrap metal, such as G located in Gwangju Northern-gu, by using the E-Tank oil tanking vehicle in which the Defendant drives, and sold approximately 25,000 liters, including but not limited to 10,000 liters, without registration.

2. No person shall manufacture, import, store, transport, keep, or sell fake petroleum products, or supply, sell, store, transport, or keep petroleum products, petrochemicals, materials containing carbon, and hydrogen, in order to make such products manufactured or used as fake petroleum products;

Nevertheless, on April 27, 2016, the Defendant: (a) received a request from H that manufactures and sells fake petroleum products; (b) the Defendant driven a tank 16,000 liter vehicle loaded with the tank 16,000 liter in Gwangju Mine-gu High-Tech to the J located in the Jeonnam-gun I; and (c) by using the above light oil, the Defendant removed the identification agents by promptly eliminating light oil from a small truck with active carbon, mother pumps, and smelting pumps, which are installed in the above J by using a string, in order to manufacture fake petroleum products; and (d) by removing the identification agents with the aim of manufacturing fake petroleum products from around that time to May 22, 2016, the Defendant used the above vehicle and transported oil to the said J, etc.
