Reasons
The court's explanation of this case is identical to the reasoning of the judgment of the court of first instance. Thus, the court's explanation of this case is acceptable in accordance with Article 8 (2) of the Administrative Litigation Act and Article 420 of the Civil Procedure Act.
(3) The plaintiff's appeal is dismissed as it is reasonable in the judgment of the court of first instance because the plaintiff's appeal of this case is without merit. It is so decided as per Disposition by the assent of all participating Justices on the bench.
