Nevertheless, the Defendant did not register a motor vehicle management business, from October 201 to March 2014, the Defendant: (a) occupied and traded without obtaining lawful procedures for the transfer of the names from the whole country, such as the Defendant’s residence in Seoul building 206, which was located in Gangdong-gu Seoul Building 206; and (b) placed on the Internet D website and E site where the actual driver and the nominal owner of the registration act act as a broker for the sale and purchase of the vehicle, namely, the other vehicle; (c) the Internet D website and E site where the nominal owner arrange for the sale and purchase of the vehicle, namely, the vehicle’s commercial cash 50% F; and (d) the H site’s “FF” and “I” on the H site; and (d) placed an advertisement on “BG purchase and sale of the vehicle in the name of a large number of, or arrange for, the purchase and sale of the vehicle in the name of a large number of, an unspecified person without having purchased it in the name of the Defendant.

Accordingly, the defendant carried on the automobile transaction business without registering the automobile management business.
