A. 1) The Plaintiff is a corporation established with the aim of contributing to improving the social and economic status of micro enterprises and the balanced development of the national economy by promoting the free business activities of micro enterprises and promoting their management stability and growth. 2) The Defendant’s “Specialized Driving Schools” operated by the Small and Medium Business Administration (hereinafter “Specialized Driving Schools”) was designated as an educational institution for “D course” in the C Business Act, which

3) The aforementioned “D course” is a process that enables at least 18 trainees to be recruited pursuant to the relevant regulations (Article 16, etc. of the Guidelines for the Operation of the Small Enterprise Education Support Project). When the Defendant was unable to secure educational participants meeting the above provision, the Defendant conspired with E and E, an instructor, who is the head of the pertinent driving school, to obtain subsidies by forging the attendance book, etc. as if the students who did not actually attend the curriculum were present at the time of the establishment of the curriculum with the intent to obtain the subsidies by forging the attendance book, etc. with the intent to obtain the subsidies by false means of forging the attendance book. 4) The Defendant, in collusion with E and F, received subsidies from May 1, 2014 to November 21, 2014 as indicated below [Attachment 1], by deceiving the Plaintiff by means of submitting false application documents such as a forged attendance book, etc. as if the pertinent education of the “D course” was performed normally, and received subsidies by false or other unlawful means.
