The Defendant, without obtaining permission from the competent administrative authority in 2012, destroyed the boundary that was permitted to engage in development activities, thereby damaging the forest land of 261m2 outside O, Macheon-si, one parcel outside 261m2, which is a mountainous district, to convert the mountainous district into a cuter.
