An automobile shall not be operated without being registered in the register of automobiles, and where a person intends to operate temporarily without being registered, he/she shall obtain temporary operation permission.

1. Defendant A is a person who is engaged in automobile export business.

At around 10:00 on December 10, 2015, the Defendant: (a) applied for temporary operation permission to the vehicle for export purpose, without obtaining temporary operation permission from the Yeonsu-gu Incheon Metropolitan City, Yeonsu-gu, Incheon Metropolitan City; (b) applied for temporary operation permission to the vehicle for export purpose; and (c) applied for the operation of the franchise vehicle for export purpose to the international cargo wharf for export purpose; and (c) applied for the operation of the franchise vehicle without registration to it.

B, according to the above teachers of the defendant, at around 13:10 on the same day at the above time and at the same place, he operated the franchising car at approximately 70 km from the 399-16 Pyeongtaek-do, Bupyeong-gu, Pyeongtaek-si to the front road of Pyeongtaek-do.
