On August 15, 2014, at around 14:40 to 17:35, the Defendant attended the “National Assembly for the Establishment of the Special Act on the Sewol Ferry,” organized by the Yongsan-gu Seoul Yongsan-gu, Yongsan-gu, Yongsan-gu, Seoul National Assembly for the People's Countermeasures against the Sewol Ferry 1, and occupied approximately 3,00 participants of other assemblies from around 19:05 to 22:00 of the same day, and obstructed the traffic of vehicles by occupying 8 lanes in two directions from the visible distance to the end 2:00.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.
