1. Basic facts
A. The position of the parties 1) Intelligent Transport System includes a vehicle control system, traffic information system, video recognition system, etc., which combines intelligent technology to the existing traffic system in order to enhance the efficiency and stability of the traffic system. Among them, the unmanned transport monitoring device constituting a major part of the vehicle control system is a device to regulate vehicles that violate speed, signal, and section by using unmanned cameras. 2) The Defendants (hereinafter referred to as “stock company” is an entity manufacturing and selling unmanned transport monitoring devices, as defined in Article 2 subparag. 1 of the Monopoly Regulation and Fair Trade Act (hereinafter “Fair Trade Act”).

The 16 local police agencies participated in a bid for purchasing 95 unmanned transport monitoring devices from November 3, 2005 to September 30, 2008 (hereinafter “instant bid”).
B. B. (1) The Public Procurement Service’s summary of the instant tender is difficult to prepare an appropriate standard for the separate bid method in the process of the instant tender from November 3, 2005 to September 30, 2008, or inappropriate by means of one competitive bid due to the nature of the contract.
