Any person who has purchased and takes over a registered automobile, shall apply for the registration of transfer of ownership to the competent authority within fifteen days from the date of purchase.

Notwithstanding the fact that the Defendant purchased the cargo vehicle C from D in the Gayangdong-dong, Gangseo-gu Seoul Metropolitan Government on April 13, 2012, the Defendant did not file an application for the registration of transfer of the ownership of the said cargo within the above period without justifiable grounds.
