A defendant shall be punished by imprisonment for six months.
However, the execution of the above sentence shall be suspended for a period of two years from the date this judgment becomes final and conclusive.
Punishment of the crime
Where development activities are conducted, such as changing the form and quality of land, expanding buildings, altering the use thereof, etc. in a development restriction zone, permission from the administrative agency shall be obtained

From May 2016 to June 2016, the Defendant did not obtain permission from the competent authorities, and changed the form and quality of a concrete building on the floor area of 552 square meters connected to two Dongs in Guri-si, which is an area subject to development restriction from around May 2016 to Jung-si, which is a development restriction zone. The Defendant installed a wall and a roof to a prefabricated-type panel, and changed the purpose of use to a warehouse; the Defendant installed a prefabricated-type panel on two roads of the greenhouse room to a prefabricated-type panel; the Defendant changed the area of 60 square meters into a prefabricated-type panel; the Defendant changed the area of 8 square meters into a toilet; and the Defendant engaged in development activities, such as changing the area into a concrete form and quality into a parking lot by 432 square meters in the farmland area.
2. On June 2016, the Defendant of the criminal facts related to Guri-si, without obtaining permission from the competent authority, laid down concrete on two Dongs and plant-related facilities (a seed cultivation site) and 553.5 square meters of the floor area connected to the Dong-si, Guri-si, which is a zone subject to development restriction for police officers, in order to change the form and quality of the facility, the Defendant installed walls and the roof of 480 square meters in a prefabricated-si, and changed the use of the wall and the roof to a warehouse. The Defendant extended the area of 58.5 square meters of the prefabricated-si, along the two joints of seeds and seedlings cultivation centers, installed a prefabricated-type panel inside the seed distribution site to change the use of the area of 14 square meters to a toilet, and installed a concrete parking lot with the size of 430.5 square meters of the farmland, and changed the form and quality of the facility to another development project.
